Horizon Europe is one of several policy instruments that the European Commission applies to pursue its political agenda as defined by its five so-called Missions for Europe.

The Horizon Europe Strategic Action Plan 2021-2024 outlines the strategic actions in support of the five missions in a body of Work Programmes 2021-2022 - one for each of six global challenges (called clusters).

The work programmes contain a comprehensive package of specific calls for project proposals.
